Girl Scout Re-registration

I am having the hardest time with re-registration this year.  Every year before this one, we re-registered using paper forms in the spring.  Everyone filled out the forms and gave us their fees unless the troop paid for them.  This year, our Council has gone to an online system, and parents are not as quick to go to the site and complete the information.  Normally, by this time of year, we know exactly who is returning.  I wonder if other troops are having this same problem.
